The admnistrative part of a situation must be dealt with before a refund request can be made, as there's no proof you are eligible for a refund. Your footage does not prove that any rules were broken, only that a car was parked on the highway, possibly from a car crash, and would still not be sufficient as it has to be dealt with by a staff member beforehand.
