Suggestion Description: Allow melee weapons for use in wider circumstances again

Why should this be added?:
I'm gonna be real, I think that raiding with melee weapons / rushing cops with them is fun and novel enough that it should be allowed even though it does put your life at risk. It's fun to rush people with baseball bats!

What negatives could this have?:
More unrealistic movement ARs

Imagine getting mugged and destroyed and losing your m4 kit due to phoenix smithson running towards u with a baseball bat and flashbang this seems like a good idea why not.

ive always agreed with this, whats the point of melee weapons if we cant use them ever

just remove 3.4 as a whole pls
