[SOLVED] Mesh fence bugged out for me

Disconnect type Mat_specular 0 in console and rejoin. See if that works.

Probably just a corrupt HL2 texture file.
Don't know how to fix it, but you could probably search it on the interwebs.
That's me in the help chat!
If you install your HL2 textures or the actual game again, it should make all of the textures fresh.

Wow i claim hax in top left anyways its a texture file thats probably Corrupt try reinstalling/verifying gmod
