Server Suggestion Unable to spawn your car when another car is stolen

Suggestion Title: Unable to spawn your car when another car is stolen
Suggestion Description: When your car gets stolen you can't spawn in any other cars even if they are available and not stolen. So you have to wait until your stolen car gets returned before you can spawn any other car back. Even though your over cars are safe and stored at the garage and realistically should be available for pickup.

Why should this be added?:
- It would improve server realism.
- It would allow people to get another car whilst their car is stolen.
- It would give people a reason to grind more and buy another car.
- it is stupid that you can't spawn in another car that is perfectly fine and safe when one of your cars is being stolen.

What negatives could this have?:
- you would have 2 cars out (although this can be fixed by despawning the stolen car after a while).

What problem would this suggestion solve?: It would solve the issue of the unrealistic situation that occours when one of your cars get stolen and it then prohibiting you from spawning any of your other (if you have them) perfectly fine cars.

I think they do it intentionally for you to either to hunt down the car or call the PD

Other negatives:
- easily abusable by getting your friend to steal your car = two cars at your disposal
- confusing for PD -> investigating stolen cars, chases, hit and runs...
- affecting civilians trying to enact revenge
- load on the server with a possible increase in amount of cars spawned

Would this count for clamped cars too?

While it might not be realistic it is like this to keep the game balanced. Also as stated in other suggestions all of this can be prevented by spending $500 + tax on car security.
