Suggestion Title: Vehicle Customisations - Rims
Suggestion Description: Make it so you are able to change the colour of the rims on vehicles.
Why should this be added?:
- It allows more variety in how cars look
- Money sink as you can charge extra for rims when customising at the Car Dealer
- It looks cool
What negatives could this have?:
- Development time

I used an ability on my admin stick to change the colour of the car below, but it changes the logo etc, whereas if this was implemented it should only impact the rims.
