I think we had a misunderstanding in the ATM idea. In legal terminology, a property is real estate, which makes a ATM cash box being stolen not an aggravated burglary, thus no shootouts can happen as there is no crime severe enough to justify killing police. Albeit, I can see how arguably the ATM itself can be seen as property, but there just needs to be a decision there to draw the line and clear the gray area.

Assuming the crime does not justify shooting, if we follow that logic

If reward is too low = not enough

If reward is higher = encouraging shootouts

Logically I can’t see how any new crime can be added or how that criticism doesn’t apply to the Chop Shop which we currently have. But I might be missing something here?

Shootouts are not a problem when we can control their locations with the map. V6 was designed with keeping raids and other shootouts away from those not involved. ATM's are almost all in the most populated areas for passive RP. That is where we do not want shootouts starting if we can avoid it. It is why ATM robberies have been denied in the past and why we still don't want them.
