Suggestion Title: Make spotlights reactivatable 20min after being shot out
Suggestion Description: Make spotlights reactivatable 20 minutes or so after being shot out.

Why should this be added?:
- Just convenience mainly, means you don't have to pick them back up and replace them for the same effect.

What negatives could this have?:
- Not realistic I suppose - but also realistically they should be permadestroyed but that's a bit rough

What problem would this suggestion solve?: Just a nice QoL feature more than anything

Or make it actually useful by allowing lightbulbs to be used to fix it, just switching the bulb and it works. Lightbulbs aren't used for much anyways.
