Suggestion Title: Automated Warrant/Wanted System
Suggestion Description: For when there are zero supervisors on duty , to add warrants/wanted/bolos to players

Why should this be added?:
Late night crime is a real issue being that you can do whatever/whenever you want crime wise because if there are no supervisors on nothing will happen because nobody is there to report it

What negatives could this have?:
Criminal mains will no longer get away with it

What problem would this suggestion solve?: people murdering when no pd are on

If you murder and there are no supervisors you automatically get a warrant?

But how will it know who to set warrant on because a lot of dna comes from self defense cases as medics needs to take dna to get the money from the corpse.
