After watching the clip, it is clear that your kill was valid.

The user shouldn't have run you over in the first place, it looked intentional and was excessively negative for them to do so. Because of this, I have issued the player a ban of 1 day for 2.5. I don't think 3.4 applies here as the user did comply with your orders afterwards and didn't drive off when you placed him under gunpoint.

Then lied under gunpoint which resulted in his death.

I think them lying to you, in this case, didn't put his life at any more risk while you were gun-pointing him as it can be seen as a strategy to make you spare his life, therefore I don't believe they have broken 3.4.
