Suggestion Title: RTFO Improvements.
Suggestion Description: I understand 100% the fact that RTFO's cant gear up unless a TFO+ is already geared up. However, for a bank robbery I think they should have permissions to do so, (only for bank robberies) and maybe put a timer on how long it lasts for etc so people cant abuse this? Or potentially when you leave the area, the last bank robber dies, lots of ways around it i'm sure other people can think of some too!

Why should this be added?:
There's been numerous occasions when i've been online as an RTFO and we've been stomped at a bank robbery due to this, without having any chance of competing.

What negatives could this have?:
RTFO's could potentially use this to farm hours (to get 3 hours to apply for TFO) however, like I said the idea of a timer could fix this?

What problem would this suggestion solve?: PD having 0 chance at a bank raid without active TFO's or TFIC's.

I quite literally asked this and was going to dm @AcidFerret or anyone about this as I was bitching about this the other night, as In my first bank back to RTFU (a month ago) I was incredibly confused why I couldn't gear up.

I would also like to suggest that if a officer panics within a time frame of some sort they can gear up and even if there's no T2+ Even allow the brute to the highest ranked RTFU on duty (this is a long stretch).

However I feel a timer on how long you can be in RTFU for would be HORRIBLE as a main component of being in TFU is patience. Therefore to be rushed to complete a task especially when you're already in a very minimal situation (No higher certified TFU available) would effectively just remove the use of TFU as ive had situations span longer than 20 minutes when played smartly and not just rushing in instantly. Also how would this timer even work? It'd be quite awkward to have ur equipment stripped away from you mid EOD.

When it expires, you wont lose your gear, so it's not rushing anyone.

Yeah agreed on the timer MJ! Just wanted to get the point across that it wouldn’t be a no set limit style thing, I’m sure TFU can tie in with the developers to make something work :) !

To expand on this. Since this is set in policy, I don't really see a need for a timer. Anyone caught abusing it would simply receive a removal from the RTFO certification and a 1-month blacklist to reapply, as per the current standard of how we handle RTFO Infractions.

This is already a thing in the policy.

You can self-deploy as an RTFO in the event of a confirmed major firearms incident or where a panic button is pressed. A bank robbery would be a confirmed major firearms incident.

EDIT: I've just learned that this isn't physically possible as the game won't let you gear up as an RTFO if a TFO isn't already in-gear, which seems a bit silly to me. In which case I think lifting the mechanical prevention for a few minutes once a bank robbery has started would be perfectly reasonable.
But its actually really dumb that you cant gear up in situation like this.

İf I remember correctly the Policy states that you could gear up in Leo life alerts or massive shootouts like this. But it doesnt Let you gear up because of the system.

In all honesty this would actually reduce people staying in RTFU because when its late night and no tfus are on theres barely any firepower available so people would most likely stay on rtfu to just not get blackscreened 24/7 and to actually be able to stop crime despite no supervising TFO's which makes sense tbh.

However with gear being more available and not having to worry the second a TFO hops off, the city doesnt become arkham you're able to actually patrol and gear up at the same time leading to people not having to worry as much.

Additionally if sgts were allowed to authorise RTFU gear up and even this being considered (quoted post below) itd be very helpful to actively being able to stop firearms incidents at low pop and not make PD redundant and borderline unplayable the second a high ranking Officer comes off if I'm being honest. As PD has became borderline unplayable at night as you can't actually tackle TFU incidents (banks, panics, raids etc) leading to orgs just specifically raiding during these times to farm xp as a result of PD being incredibly hampered as a result alongside low cop amount.
