You can clearly see at 4:06 that he is moving. And he only started moving again at the moment his friend crowbarred his handcuffs. Seen in the demo.

Unsubscribing and subscribing to rp_evocity and its content multiple times should fix the issue. If not, try unsubscribing, deleting the 2 files from addons and subscribing/unsubscribing. Finally there's a reason to play as a cop. Now, as Ethan mentioned, you should announce this on Steam. There's 1000 members in the group.

I'd say that probationary officers should have access to cop cars and no need to apply for the whitelist. And then leave all the other ranks. But new players should have a chance to do something without applying.
