Why should this player be punished?: Mugged me in a public place then after the mugging left very soon after mugging me out of 145k. the reason why i dropped 45k first i was pretty sure that was public area since i was un armed i just dropped the rest of the money.

Whilst we are looking into this users rulebreaks we are inclined to also deal with other potential rulebreaks witnessed in the process. Why did you walk up to an active mugging here?

The user has not responded. They clearly mugged someone in an area where mugging is not permitted. I will be issuing no further punishment for the second clip you provided, as you wandered into an active mugging and were potentially a threat to him. It is understandable that he shot you under these circumstances.

Furthermore, you have previously recieved a ban for 3.4 issues relating to the drug dealer. You should not have brushed off the active mugging to try and sell your drugs. This put your life at risk, when waiting would have been far safer and had no significant disadvantage to it.

You are not immune to danger at the drug dealer simply because you have a gun out. From your character's perspective, you don't know that somebody can't mug you because of "rule 3.4". The fact that the player will be breaking a rule if they do X action should not be used as an excuse to put your life at risk yourself. Given the context of the situation, any reasonable person would not have done what you did.

I will be issuing you a ban too, but given that you reported this, its length will be significantly reduced. I will contact you personally to arrange a refund for the money that was taken from you in the first clip.
