Suggestion Title: Allow SO+ RTO's to call the owner if the vehicle is stolen.
Suggestion Description: RTO's that hold the rank of SO+ should be able to call the vehicle owner, if the car is flagged as stolen. This will help out to reach out to the person and inform them, that their vehicle has been recovered by the PLPD, and to decide if they want to recover it on scene or want it to be impounded by roadcrew.

Why should this be added?:
- QoL for RTO's SO+

What negatives could this have?:
-Dev Time

What problem would this suggestion solve?: Unnecessary requests over gov text chat, requesting the persons phone number, since SO+ can ring people that are wanted.

Why would they do that? Theres literally no point or reward. That would just be minging, which police already have loads of ways to do it, and more effective ways to do it. I don’t think this is something to worry about
 
Im not an RTO, but I am a SO and I have found stolen cars and wanted to help out. Find the owner etc, to be ignored on radio or by higher ranks so I would love if I could do that

It should be an RTU only feature, since RTU is the specialized division in regards to traffic stuff, and obviously, to encourage more people to join it as well.

I’m sorry but being able to call someone and tell them where the stolen car is is not a special or hard thing to do. I get it’s cool RTU having more stuff but 90% of the time people do not get their stolen cars returned by police at all because little police can do it, and the ones who can can not be bothered. Or like mentioned above the higher ups LOVE to ignore officers over radio. SO’s should defo be able to do this

I truly understand your point of view, but I do think it makes more sense being a feature for RTO's, that hold the rank of SO+, as we are the ones that handle more the traffic stuff. If I'm not mistaken in Patrol, Cpl+ can ring people that have their vehicles flagged as stolen.

Cpl+ can see the numbers yes, and yes RTU should only be able to as it is within their actual responsibilities as RTU.

Tbh Sergeants can't delete it either I presume unless it was created by themselves as far as I'm aware. But yeah they could still abuse by randomly assigning vehicles as stolen, but there would be evidence by the fact they can't delete the evidence lol.

That's why my suggestion is to give it to SO+ and being an RTO as a requirement as well, to prevent people from using this feature to troll other players. Playing as a cop, your phone in those type of scenarios should be roleplayed as your service phone issued by the police department, therefore, if anyone does troll people marking their vehicles as stolen to call them, it should be handled with a police supervisor, internal affairs, or as last resource through an F6 complaint.
