Description of the Bug: Government employees don't have access to the new back entrance/Office doors of City Hall

How to reproduce the Bug: Police, Fire Fighters and Medics have no key access to the new back entrance/Office doors for the City Hall. All other doors work fine and can be un/locked. (why has no one reported this yet)

I haven't tested this with Secret Service and Mayor yet but I think it should not be an issue for those?

It's an entrance made to spite you just because, no seriously I noticed this earlier today as well while I was on as SS pretty weird lol

The mayor in fact does not have access to this door, as for secret service, I don't know

You also cannot crowbar it (last time I tried)

The only way to get through that part as demonstrated during a city hall raid yesterday is blowing it up with a bomb
