Why should this player be punished?: I was driving through business district when the randomly shot my car from far away. I have no idea what happened so I called it in I didn't realized I had been shot yet. Upon arriving at Southgate I was told to get out of my car and comply with a hands up hostage situation. I stop my car (disabled anyway) and I tell them im getting out. They kill me immediately after I complied. I wasn't even involved in the raid. They heinously broke 5.6 and 3.4 when I was completely complying with 3.4. There was no possible way I could've used lethal force.

You were not complying with 3.4 by radioing in "code 11 south gate"
You were also directly outside south gate where we had been actively raiding for the past 10 minutes.
I don't know how you got 5.6 from this?
 
@Spooky Pyro Why was the vehicle shot a single time even though he seemed to be leaving and had no lights/sirens on?
I tried to shoot the rear tire but I ended up missing so I chose to move closer and shootout his engine. Before this happend we killed all of pd so the fact that it was a raid area was established. Him entering that road with a no entry sign despite having his lights and sirens off told me that he was entering into the raid area
 


Forcing officers to put their hands-up or exit their vehicle before killing them is an acceptable practice whether they comply or not, and I believe the reported user broke no rules in this case. Bear in mind that, generally speaking, this only applies to LEOs, and all the rules regarding opening fire against the police apply normally (in this case, there was an ongoing raid). To make sure there are no mistakes, even knowing that you will be killed, you are expected to follow their orders if under direct gun-point.


Shooting the car that seems to be leaving with no sirens nor lights on a single time is a bit of an odd choice, but given how officers, paramedics, and citizens had been killed during the raid (I verified this through logs) I understand letting a police car drive by and not interact with it until it turns on its sirens and the officer actually starts shooting is an unrealistic expectation. Furthermore, by doing this you only brought attention to yourselves, so you just put yourself in a worse position.


As for the reporting user's actions, I do not believe you broke Rule 3.4 when you reported your location and requested Code 11 the first few times, as you were under fire and had received no orders. I do believe, however, that you broke 3.4 when you continued to speak to your radio while being issued orders in a position where your chances of avoiding being shot were zero. Nevertheless, since you had already transmitted and your actions made no real difference in that sense, I will not be issuing a punishment, just be more careful in the future, as given your 3.4 record you may be facing harsher bans in the future.
