Description of the Bug: Fix Dispatcher respawn points
How to reproduce the Bug: Fix Dispatcher job's current bugged spawn point, because, it is set under the police department. Make it match police spawn points.
Steps:
1. Respond to a shootout or another incident as dispatcher and die
2. Spawn under ground
