Suggestion Title: Reduce resigning NLR
Suggestion Description: When on blackscreen and resigning (/resign) NLR should be lowered to the standard civilian NLR rather than the cop NLR when on civ
Why should this be added?:
- when resigning from cop to civ this keeps the egregiously tedious and time wasting cop nlr of 10 minutes this wouldn't normally be an issue however considering you now have to wait 10 minutes to use org chat or teamspeak its incredibly annoying as I shouldn't have to suffer for cop NLR when im on civ. Civilian NLR is a short time therefore it stops people loopholing for example if they go against a friend of theirs in a PD raid or anywhere they still won't be able to loophole gaining information and still have to wait a much shorter time compared to a unreasonable 10 minutes.
What negatives could this have?:

What problem would this suggestion solve?: Makes resigning much more simple and not requiring a stupid amount of time for no real reason other than just dying and leaving a job and I shouldn't have to wait 10 minutes for a job im not even on
