I thought that area was a mugging zone, similar to the forest. I'm going to check it again now, but as you can see in the clip, I already had my gun out while he was at the farm because I remembered it being a mugging zone.

He then got close to me while I had my gun out. When he drove away, I tried to shoot out one of his tires so I could stop him and mug him. I also wanted to mug him because he was taunting me.

He said it was a yellow zone, so I think I simply made a mistake with the new map. I genuinely thought mugging was allowed there. I've been mugged there before, and I never reported it because I believed it was allowed.
