Suggestion Topic: 5.3 Raiding
Suggestion Description: You can raid or assist in a raid on an occupied property or public building only twice in a 60-minute period and you must not raid the same property more than once within that time. If you die while raiding or defending, you must not return to the situation if it is ongoing after you respawn.


If a neighbouring property defends against your raid, you can raid it without it counting as an additional raid.


No more than 2 bombs can be used in a raid, except for grenades.


This rule does not apply to the Mayor’s home, the Police Department or City Hall.

Remove the segment outlined in red. Add the green segment.

Why should this be added?:
- Raids happen far too often, and it often creates a clusterfuck in multiple parts of the map with such a high player capacity. Oftentimes a property gets raided, someone is arrested and then the PD is raided for free, which does in fact lock down a segment of the map for the duration of the raid.

This does mean that those who do not enjoy the constant respawning cycle are less incentivized to stay on duty, and creates gaps in law enforcement where crime goes unpursued, which is a net negative to those who aren't criminally inclined.

What negatives could this have?:
- This would make it so that criminals would have to pick between saving their raid for PD, or if they should spend it on a different property, such as the mayor or another civilian.

- Players who are used to the way things work now will guaranteed have complaints about this, and some will have difficulty adjusting to the change if accepted, which will cause more work for staff in the short term.
 
It's already planned to limit PD raiding in some way. The other week, there were probably 6 back-to-back-to-back PD raids by members and friends of the same group, which is frankly insane. Admittedly, it was hilarious seeing the jail cells be completely full before all 6 (or 7?) of them were broken out, but nothing about that situation was good for gameplay.

I'm not sure I want to limit City Hall and Bank raiding, and I'm not sure that PD raids should count towards the same limit as raiding properties, but maybe have PD raids limited separately?

I don’t think it should be separate at the end of the day it’s a raid resulting in death and affecting everyone else. It should count as a regular raid

Regardless I do think it might be a good idea to limit PD raiding further to some extent. Having its own timer would likely work the best but still keeping it separate from bases or bank raiding.
 
I think as long as PD raids are a completely seperate timer this would work really well, I’ve been a part of some moments where I thought ‘as if I’m doing another pd raid’ so I do get it. To put it in the same boat as property raid timers would be a bit far I think.
 
2 would be good enough imo it also stops people from pd raiding for a friend of a friend of a friend to the guy who bought their sniper ammo 10 months ago. As they actually have to pick valuable people
I think even 2 would be a bit much, if you think about the amount of groups of players that all have the chance to raid twice per hour, would still be chaotic. 1 would work well.

With the idea of still allowing criminals to get their friends out of jail, it just would not work at all. The cops could use the bearcat as they physically do not have to respond to 3.4 whilst in the bearcat, the map also isnt large enough to allow for players to get armed up and then a reliable 10 toes call before their friend gets put in PD. This would still likely see break outs happening in the close vicinity of the PD, even if its not within the PD itself.

A potential workaround to this could be to potentially change policy to prevent the Bearcat from being used for prisoner transport perhaps? Albeit I know that would be unpopular given how for dangerous criminals, it would make sense to use the Bearcat. Then again, the Police Transit Van exists too for the purpose of transporting suspects

This is the only thing I possibly thought about with it, but then again it is advertised as an armoured transport vehicle and is therefore perfect for situations like this. Making it so prisoners can only be specifically transported in a certain vehicle is great in theory but wouldn't work as well in practice and where this map is made to make everywhere easily accessible any high risk suspect would be transported Code 3 and be back to the PD within minutes.
