Honestly,just like IRL its your proper responsibility to turn headlights on during night time and i think it should also be like that in perp so people will actually learn and get used to turning on headlights throughout fines and everything for not having headlights.

I think an option in F1 to toggle automatic headlights would be better

Many RL vehicles these days will have sensors for determining whether or not headlights should come on when it is dark out. We obviously would need to make this a universal feature of cars, not just on "newer" ones. So depending when it was last started, it still would be the driver's "proper responsibility" and they can still turn them off any time.
