After reviewing the players demo, Police shot out and disabled the car, hardly over 1 min after being stolen, due to the player running someone over after being rammed by a cop. In this case the player did not cause the damage to the car, therefore no rules have been broken by CrackedMaxX.

I will attempt to collect this users demo and contact them about the situation.
