I feel like if no precautions are taken to disarm a cop then he should be able to pull a gun, IF it is viable and safe to do and they are left unguarded. So if you turn around for a second that doesn't mean they can instantly pull out a gun rules wise.

It might not have the best wording, but it clearly says you did so infront of police.

The issue isn't that you killed the person from up close, the issue is that you did so with police being nearby (arresting the person). You murdering someone infront of police means you risked your life. If you've done from afar (cops might get your DNA, but wouldn't be able to go after you...

As you are banned you can't play at all. Doesn't matter if it's on your alt account or on your mates PC. So if you get caught on any account it will get permanently banned. Also if you ban evade and then try to make a Ban Apology it might get denied based on that.
