I really don't see a rule violation, him blocking your door can and was clearly easely handled by a police officer. You later kept the door open yourself and stalled the situation more yourself.

The entire issue was you not moving, you were told to put your handsup, which you didnt as you were questioning why you had to do this. This means you are failing to comply.
