Really great idea; there should be a whitelisted job for journalist. This way we can be sure only good content is implemented. Perhaps there could be a router whereby, each of the whitelisted journalists can all have a chance to show off their skill. I think any content that is thought of...

I believe this would create more work for the RC to be involved with. Rather than AFK, they can be called automatically. On the otherhand, what @AyJay is saying is completely valid. If there is Roadcrew, then they have a couple of minutes to respond, otherwise, the car will be impounded...

Because the fact that it popped up on my screen, its like seeing drugs through walls etc. IRL you wouldn't see drugs through walls or even know that they were there. So IRL you wouldnt know you have been warranted unless an officer pulled you over or something. I didnt mean what I did broke...

Pretty much, I recieved a warrant. I wanted to question an officer about it and hand myself in. Wouldn't this be kinda be like me breaking rule 6.2 as I would never know I had been warranted IRL. When you're warranted it appears on your screen with 5 stars and a description saying something...

As @John Daymon said, there are numerous suggestions exactly the same as this one. The reason for this ideas denial is simple. It would unbalance fighting in game. Think of it this way, if 10 guys armed with AK-47s were fighting the cops, it would already be difficult for the cops to succeed...
