Going afk for a long period of time as a SWAT is against the rules anyway, there are also other things they could do in the meantime like assist in drugs raids and should always be on standby if an officer calls them out of the station. Most people who go afk as SWAT normally get blacklisted...

I think they are also adding the audi R8 in the new update in which case they might be adding the dodge charger to the server once the skills etc have been reseted and the new map is in play.

I guess it wouldn't be against the rules, make sure you comply with all the rules before doing these things, check with server admins.
