Maybe add a thing similar to where officers turn of their radio that it says they've "muted gov/unit radio" or something to "hit their panic button". This way no noise has to be played, but the people in the direct area should be able to see if the officer reaches to his radio and hits the panic...

Don't worry, sometimes it takes awhile for an AR to be handled, however nevertheless the player in the wrong shall receive the fitted punishment. I know it can be a tad bit frustrating though to wait for a verdict but no worries, the verdict shall come.

Correct, That is why I think they should be added (with a max of 2 per officer) to the PD and maybe 30 seconds might be too OP but anywhere from 15-30 would be a huge difference in scenarios already.

Yes, It would give EMS a little bit more time, and the urgency will remain when with 90+ players on average EMS gets called to a different scene every 2-3 minutes where they are stuck for at least a minute per scene. Therefore the 30 extra seconds could be life saving.
