Perhaps this could be a levelling up perk? Firefighters often have divers on their squad in coastal areas for Hazardous Materials response, evidence recovery and rescue purposes. A whole new diving gear model wouldn't really be very useful to add but firefighters already wear a suit and oxygen...

As someone who frequently roleplays as both a cop and a crack head as a civilian, This would add absolutely nothing but a huge inconvenience to myself and other players. I cannot see any actual positive this would bring to the server.
