After speaking with @valtsu and reviewing their demo, I can see that they had started a raid beforehand in which they were in the process of moving the weapons, when the unfortunate timing of you arriving on scene to ticket their vehicle.

User added on steam, will allow the user 48 hours before I conclude this without their input.
