Happened to me on EMS and Civ and Roadcrew. Will only let 1 person sit in the car. Even if i get out and they go in the drivers seat, Only the driver can sit in the car. Hasn't happened on PLPD for me yet. Only solution would be to respawn the car. We tried destroying the car and repairing it...
