eBay never disappointed me but they have to make sure to package it properly or else the pins might get damaged during transport which only AM4 has this issue. Buying GPU and CPUs in the used market are economically the right choice as they never really degrade in performance.

It's not worth it to upgrade your AM4 unless you can get a 5700X3D for cheap and you're willing to wait for new CPUs to arrive in 2027 and a bit later for their X3D variant. I'd suggest getting AM5 board with 7800X3D if you want to save some money but I'd go for 9800X3D and save up a bit more...
