This won't work either, because people can disconnect on a black screen, so you may actually get a lower payout than you deserve in some cases. Also It's not extremely uncommon to actually encounter more than 22 (the limit) cops during peak activity and you don't/would not get a payout that...
Still think the better balance decision would've been nerfing the firerate of it, it still is an absolute turret if you find a good position, and sluggish movement always just feels bad to play with.
The rule is contradicting in a way.
Everybody understands it that the raid timer starts when somebody starts lockpicking/whatever initiates it, but the "same property" part specifies that the timer starts after you die instead.

You have to edit the .vmt file for the texture, the green is because you have a $selfillum flag with $selfillumtint set to "[0 1 0]" and if you want the lines to glow mess around with envmap and color2 flags.
