Never had FPS drops myself, always running very smooth and i'm on a 560ti card, pretty old. I do have crazy lag issues though.

No VPN is not needed, they are not region locked or anything. Only a handful of games like Dark Souls 2 are region locked.

What I think is wrong here is that (as far as I understand) Millheimer got permanently banned by Blackdown for fucking around aswell when this was going on.
