Put a lot more effort into this one than the last so thought I'd share to get some feedback. I'll stop spamming them out though since I guess its pretty obnoxious.
Its a pretty solid idea but I feel like its unfair on the players that prefer to play a more independent role and then occasionally step in to offer a helping hand when their friends request it. If you add this its pretty much forcing them people into an organization.

Yeah man I played it late last year, was hitting like 10k+ players online pretty much every day. You'll still find plenty of people, especially with all the global events and new content they constantly add.
However with the announcement of Division 2, the updates might slow down.
You need to take a step back and actually observe the server this police force is actually apart of. With the quality of roleplay from everyone, expecting people to play that seriously is a joke. Which is why when you make it optional, you open up a fluent path for both sides.

Making them non mandatory solves a lot more issues than it causes, they can all award a certificate or insignia of sorts to actually symbolize that Officer...

The police system has always been the main feature of the server that stood out for me since I actually enjoy trying to fit into a role within the server and play it properly rather than running around as a civilian waiting for somebody to give me a reason to shoot them.
