Suggestion Title: 911 calls create an incident
Suggestion Description: When a player calls 911 via voice, it should create an incident at their location.

The incident should show as if it’s a text 911 call, but the message will read “Citizen has called 911 from this location, possible emergency”.

This would help with the new players who don’t know where they are, and the people calling 911 for no reason just to hang up because they’re “testing” the app.

Why should this be added?:
- QoL for everyone, even new players.
- Makes sense to be able to geolocate 911 calls.

What negatives could this have?:
- People wishing to keep anonymity to make 911 calls lose that benefit (issue?)

It should only create an incident if the call was accepted, and the officer that takes the call will be automatically assigned to it.

It should only create an incident if the call was accepted, and the officer that takes the call will be automatically assigned to it.

I disagree with the latter part as the officer taking the call is rarely able to be the one to respond to it.
