Server Suggestion Ability to buy properties from CH during a Bank Robbery.

Suggestion Title: Ability to buy properties from CH during a Bank Robbery.
Suggestion Description: Similar to how you can get a car out from the valet when there are Bank Robberies, allow users to see a new option on the City Hall NPC to purchase/sell properties during the period of a Bank Robbery.

Why should this be added?:
- Stops people (primarily new players) from wandering into the Bank to buy a property (or do a mission).

What negatives could this have?:
-  None

What problem would this suggestion solve?: People wandering the Bank and it's general vicinity during Bank Robberies.

This would help loads to alleviate the amount of people running into bank trying to purchase a property. Additionally, when you buy or move into a new house in general you typically have to go to City Hall to setup your water billing and whatnot so this wouldn't be some unrealistic stretch.

I think there should be a general broadcast that says there is a bank robbery going on so everyone in the city knows not to enter that area
