Why should this player be punished?: Players Gp and killed a new player pps after giving a order 5 seconds prior and forced me into their house to mug me

I have managed to speak to MINTY / Brad Mcconnel in-game. This is what they had to say, in summary:

• They did not realise that the outside lobby areas of each office count as being within public view - the same as a staircase in an apartment - and that therefore you would have needed to have been on the door threshold to be forced in. For this, they have profusely apologised.
• He did not kill the courier, and he has no idea why they were killed in the end as they do not kill new players.
• He has aid that in his defence, he was kind-of going along with what his teammate at the time was doing and he felt he did not aggress the situation.

@hotchilipepper312 could you please explain why you killed the courier, including not even giving them a full countdown? Were you intending to mug them? Please also explain your reasoning for gunpointing Portical where you did.

I have attempted to contact @hotchilipepper312 twice in-game via an F6 and with Notify, and I have also tried adding them on Steam, to no avail. As such I will proceed anyway, as the evidence is quite clear.

Both users broke an element of Rule 5.1 Mugging by forcing you out of public view so as to conduct a mugging - the outside lobby area of the Office, especially at that distance from the front door of the private property, is considered to be public view and operates in the same vein as a staircase in any of the apartment blocks. Even though @MintyLiteralGod is the one who carried out the main mugging, @hotchilipepper312 is the one who took your gun and the mugging was likely also to their benefit.

However, to add, I can see no clear reason as to why @hotchilipepper312 would kill the Courier or even gunpoint them in the first place. I can only surmise that he had intended to mug them as well, however this would also be prohibited by 5.1 as you are not able to mug City Employees. As such, @hotchilipepper312 also broke 2.5.

The fact that @hotchilipepper312's record is far worse compared to @MintyLiteralGod, combined with the fact that he also broke 2.5, means I will be banning @hotchilipepper312 for 3 days and issuing @MintyLiteralGod a warning. The warning is also on the provision that @MintyLiteralGod returns the following items, or at least as much of them as he has in his possession still:

• $2000
• 8 x Water Bottle
• 1 x Smartphone
• 11 x Rifle Ammo
• 2 x Bandage
• 7 x Hamburger
• 14 x 9x19mm Magazine x30 (MP9)
• 7 x Fuel Can
• 2 x Splint
• 10 x Stim Pack
• 2 x Pyrex Dish
• 2 x Zip Ties
• 1 x Optic Modification Tool

The MP9 (205695099) was confiscated by Police, along with the Reflex Sight, MP9 Stock, Rifle Compensator, and 9x19mm Magazine (MP9) that were attached.
