Why should this player be punished?: Escalated a collision traffic stop into a shootout for no idea why. I checked on the computer later and saw no DNA prior. Also drove on the wrong side of the highway half way through the shootout risking other peoples lives not involved

Hello all, hope u having a nice December so far:
First of all, I wanted to say that this happened almost a week ago, and I apologize for the late reply, but I don't usually check the forum and was only notified today, so I have to admit that I don't remember the facts 100%. That said, I'm almost certain I had committed some crime previously, and therefore I thought it was very likely that I was wanted by the authorities, hence the reason for my escape, and not for traffic violations. During the escape, I drove against traffic to try to lose the police, but when I realized I had no chance of losing them by car, I decided to try my luck and started shooting. After managing to take down one of the policemen, I tried to escape on foot to the bridge and jump into the river. I ended up killing myself out of stupidity, as I hadn't realized the river was frozen since the recent update, and that's why I died. But contrary to what has been said, I DID NOT TRY TO KILL MYSELF. In conclusion, I think no player should be obligated to check the forum every day, and therefore I believe this report loses much of its validity, since I was only notified today and therefore don't have the best possible ability to defend myself and present the facts and justifications in the best possible way. Therefore i request that the action report be closed.

After reviewing all of @Cap.Phillips actions after his latest death and up until the point where he decided to open fire at the police, I have concluded he escalated excessively and, therefore, broke the rules. He had, in fact, committed two crimes a few minutes earlier: Vandalism, as he shot the tires of a vehicle (with its corresponding Section 7 offenses), and Reckless Driving (maybe even Reckless Endangerment), as he pushed a vehicle off its lane on the highway. Neither of this crimes were witnessed by the police, and not only that, but he came across several police vehicles, and none of them attempted to stop him whatsoever. Matter of fact, the only car that tried to stop him was @Пригожин Женя's, and only because he rammed and overtook in a dangerous manner, meaning he had no reason nor evidence to believe he may have been warranted for his previous actions.

Even if he had been warranted, however, the absolute maximum he could have gotten would have been four years. Considering this, and even though he should not have fled without anything pointing at the police being after him due to his crimes, I will be a bit lenient on this matter. I cannot be lenient, however, with the user escalating what was supposed to be a traffic stop over him ramming and overtaking a police vehicle in an unsafe manner into a shootout. Even if the cops had been after him for the crimes he had committed, shooting would not have been justified as per rule 3.4.

Finally, I will not include you killing yourself on purpose to the list of reasons as 3.4, as it does seem like you tried to jump into the water in the demo, and it does appear to be an honest mistake. As per rule 3.3 you are expected to always be careful when jumping down and never do so from a height that would harm you, but I will also be lenient and not punish you for this either, even though you did technically break this rule.

I will be issuing a ban, as the user has a similar punishment from less than two months ago.
