I was able to speak to the user in-game and have reviewed his demo. While the user was not responsible for the initial crash (as another player was driving on the wrong side of the road), he was observed ramming the car into other vehicles multiple times for no apparent reason.

The user will be issued a warning for 3.15.
3.15 - The user was ramming random vehicles for no reason.

I will pursue the other player responsible for the wreckage.
