Why should this player be punished?: Player failed to comply under gunpoint, almost completely disregarding it despite given multiple orders.

For context, little over a minute before this, a person was shot unconscious inside city garage, witnessed by Roadcrew, who gave the description of White bald male with a sweater, which is why I approached the vehicle as the person seemed to match the desc and was going to ask them nicely to step out, to which they began driving off.
