Officer in question after both got arrested open the doors allowing them outside, after i notice 1 of them going outside the pd and feel that was wierd and i detain the guy.
The officer claimed that they did they time and got release, later on i detained the EMS for saying he help them on the jail area since the officer got stuck by the 2 sweaters after letting them out.
On the clips you can see him letting them out and on the second clip you can see one of the guys in the garage area and the other already outside while the officer is letting the door open allowing them running outside.
Went on the jail cells broke 2 people out and then release them.

Its clear they broke rule 4.1 as he is in violation of laws 4.2, 4.4 and 6.3 here.
