Why should this player be punished?: He killed a guy, called 911 and framed somebody else. Then refused to put his hands up despite the fact I told him several times how to do this, this is in the intend for his friend to come and shoot me after. Stalled, Killed somebody and reported it, stayed in the area, refused to follow gunpoint and surrender. Including whoever his friend is, they had no reason to stick around just to call and shoot me.

Will add that this person walked up to me at casino and bragged about killing Jack, then after a little he pulled out his pistol and attempted to kill me, which resulted in his own death. (No prior interactions with this fella beforehand)
