After reviewing the demo, I was able to get into contact with Hoova; he has been made aware of his wrongdoings. In the demo, I could see that Hoova killed a counter-raider, immediately picked up his weapon, and went to store it.

The user will receive a warning for Rule 3.18
3.18 - The user countered a raider, picked up their weapon, and immediately stored it without making sure that it was clear to do so.
