Why should this player be punished?: 4.1 and 3.3

I was talking to Holly at pd minding my business. A new player comes up to me and starts squaring up with me, provoking, trash talking me and even punching me first. All the while Goro was spectating failing to intervene on the harassment until I defended myself against the assault as he can see.

Then he tried to apprehend me so I fled from him on foot to avoid a false arrest but he decided to break 3.3 by cuffing me unrealistically on a sloped stairwell when I was directly facing him way too far for there to be a feasible chance to be cuffed that way.

Finally, he was asked why he was arresting me when I was defending myself to which he claims "You started it."

Hi. From my pov it looked like you punched him first. And from that distance I couldn't see well so I just assumed you did it because I saw blood coming from him first. And now that I see the footage I apologise. And if its possible can you please show the whole footage instead of snippets? If I remember correctly the way you were jumping on that iron pipe to the iron construction was also breaking serious roleplay. "3.3 Realistic Actions
All actions a player makes must be done as realistically as possible, especially during combat; for example, when jumping up-to, or down-from somewhere, it must be done so slowly, carefully, and without resulting in injury to the player."
And you were just spamming jump on that railing to the other steel construction. But I do not have footage so that is why I'm asking for the whole footage. So if we talking about realism about that cuffing yeah I apologise. I was told afterwards of correct cuffing. Close and from behind. I was only doing what my other colleague was doing. I'm still trying to fit in this serious-rp so I'm sorry due to my lack of rp experience. But I'm trying to get better at it and I always ask my colleagues what to do or what stuff I am allowed to do. Don't take it to your heart I'm just new to this and I promise to get better at it.
