Why should this player be punished?: I was doing my (Chop shop) mission, as I was coming from parker tunnels towards business off-ramp, this officer ran onto the highway to place down a spike strip risking his own life which resulted in his death (3.4)

We won't be issuing any formal punishment to an officer actively trying to stop you in a high speed pursuit. Officers risk their life on a day-to-day basis to protect other civilians from dying. While I agree that running in front of a car is not the smartest choice, but he was actively trying to use non lethal force to stop the vehicle. Additionally you changed direction at the last moment to purposefully drive into them.
