I don't believe I have a longer clip of the interaction afterwards as it was cut, however @lencz might as they were the one who was dealing with the situation, As for co-operation Tyler got the gun out of the trunk but then when asked to drop the magazines, they ran away.

I confirmed what happened with the NPC at the front desk. Following that, I searched his trunk and found both items (weapon and mag).

I was able to retrieve both items. He complied with my /me's, but was able to run the second time I uncuffed him. He was charged with 9.8, 7.3 and 7.5.

I can provide a demo of the sit, but I do not have a clip atm.
