This user was stealing my org members car (Goblin) after I came out and shot at him twice the user went into the casino and called the cops. When I attempted to go into the casino I couldn't shoot him or gp him as a result.

I've been extremely busy with personal matters as of recently, due to this I've been unable to respond. If I can recall this situation correctly from memory I attempted to steal a car outside of tidals, I briefly seen somebody at the tidals window and I was suddenly shot at but managed to run upwards towards the stairs heading to the casino. I sprinted up the stairs and away from the bullets. Nearly all of the bullets had missed me, although I did not look back I assumed the shooter was still at the window attempting to pop shots at me from a distance. As I got closer to the casino I took some light cover while running and the gunshots had stopped as I got closer. Believing I was in the clear, out-of-view, somewhat not being actively pursued I decided to go into the casino for a brief period of time. I again didn't see anybody follow me in-towards the casino so I attempted to walk outside. As I looked to my right there was somebody with a rifle in the distance, I decided to make a PD report near the front. I then again peeked into the distance, upon further inspection and that there was nobody around the immediate proximity of me, I grabbed my car and drove away. This all happened within a relatively short space of time, but this is my recall of this encounter.
