Why should this player be punished?: Fled from police, was then found outside of their vehicle. Gets in his vehicle and attempts to drive off, resulting in his car getting shot (because they drove on the wrong side of the highway before this).
I do not think they had any chance of escaping here, and should not have tried to drive off.
