Why should this player be punished?: I was aiming at him with my gun telling him to put his hands up. Instead he pulls out his gun and tries to shoot me.

According to @ahmed alo he did not have his headphones on, and panicked upon seeing @Jedediah Longtree. However, it is defined under rule 2.7 that

2.7 Required Sounds​

When playing on this game server, players must be able to hear in-game sounds, including other player’s microphones. Players do not have to use a microphone to play on this game server.

and It's not @ahmed alo's first time trying to justificate breaking 3.4 by not having headphones, therfore he should already be aware of the rule.

Furthermore, upon seeing someone gunpointing him he should not pull his gun out, regardless whether he can hear the person issuing orders or not. Deciding to pull his gun out while knowingly being under direct gunpoint was a clear breach of the rule 3.4 Putting your Life at Risk.
