Why should this player be punished?: Player stopped in the exact middle of the highway for no apparent reason. He had taken no precautions, e.g. stopping in the middle part where nobody drives, stopping on the far side of the road, putting down barricades.

This put his own life in danger, but also mine. It caused me to drive into his car. Whilst driving in-game, I did not see him 'coming'. Even if I was going slower than 120 and even if I saw him earlier, I would still have hit him, because there would be no time to act.
MY CAR IS TOTALLED (I kinda need repair money).

I've attached a video, in which you can see what happened. I didn't have a clip, so I used the demo feature, with the addons. I have a part where I put a thirdperson view of the car and one orbital view from the side. You can clearly see him stopped in the middle for no reason.

@T1M3_L1N3 You were driving 40 MPH over the speed limit and also saw the medic’s vehicle stopped ahead.
Due to your excessive speed, you did not have enough time to react and crashed into the vehicle.
This was not the medic’s fault, but rather a consequence of your decision to speed. @RizGee has not broken any rules.
No punishment or refund will be issued.
