Why should this player be punished?: I saw them illegally transporting a weapon, I went to confront them, I was going to issue a ticket so I was going to cuff them to prevent them from fleeing while I did so. As I pull my cuffs out they decide to shoot me in the face.

ah right, we had just killed someone at bazaar 10-15 mins prior and saw alot of pd coming, my friend got stopped by them and were asking for my location, we were running from the metro to the forest to try and shake the cops off, then we came across this cop, he tried to cuff me, and as we thought i had a warrant after me considering the officers were looking for me all over bazaar, i shot the officer since i was quite sure i had a warrant.

I did not, I was going to ticket them for 7.3 and maybe confiscate the weapon but I was not going to arrest them as I had no idea they had killed anyone

I do not believe @omega had any idea the police were after you or knew you killed anyone due to him being paniced and confused about why you shot him. You even said yourself you had a gun on your back as the officer went to cuff you.

I do believe if the officer knew you were wanted or had killed anyone he wouldn't run up to you and just cuff you. I believe he would have tried to gunpoint you and your friend to surrender and call in extra units which they didn't. This also shows they didn't know about the incident at bazaar

Due to this you will receive a 1-week ban for - 3.4, 2.5 - Player killed an officer after they noticed they had a gun on their back and went to cuff them for it. They shot the officer because they had killed someone in Bazaar 10 minutes prior to this but the officer had no clue of them being wanted or any idea about the killing as you can see the officer panic and say "What the fuck are you doing."
